I think its more likely that Cadsuane knows balefire than unlikely. She's never shown a deficiency in any knowledge compared to another Aes Sedai, and her ability to invert makes her unique and means she's been exposed to hidden knowledge.
It was Nynaeve, I believe, who thought her inverting. No reason to think knowledge exchange did not go both ways when they first met.
No AS seems to know more than Cadsuane about saidar, and therefore if Moiraine knows balefire, then I find it likely that Cadsuane took some trouble to find out about it at some stage. The story implies that she's the oracle of the Aes Sedai. Nynaeve is very happy that Cadsuane doesn't know the function of some of her ter'angreal which implies that the woman has an irritating knack about knowing everything (in the Tower of course... the Aiel, Forsaken etc know things she doesn't).
I don't know about that. Certainly, Cadsuane experiments more with the Power than most other AS, but I doubt Moiraine was far behind. She knew the invisibility trick, for example, and we've seen no evidence that Cadsuane does.
And Cadsuane's very strong reaction to Balefire makes me believe she would not learn it. Not because she can't, but because she doesn't believe using it in any situation is appropriate.
However, if you want to go on proof alone, there's no proof either way. My experiences of Cadsuane make me bet that she knows its weave.
So its just an opinion? I'm fine with that.
Moiraine VERSUS Cadsuane

Moiraine. I think she'd put more into the fight.

Which is more powerful? I don't recall. But if neither had ter'angreal I'd pick Moiraine (barely) *NM*

During New Spring, though, Moiraine was still relatively weak

I read that as "uber-sized" and pictured Moiraine towering above Caemlyn

Yes, Moiraine has experience killing arrogant channelers who are more powerful than her.

She wouldn't do it because of the dangers and she sees it as evil. Not for Tower motives.
