Nynaeve gets no respect from Caddy at all. Yet Daigian and especially Soriliea do, despite being waaay weaker than Nynaeve. What does that tell you about the woman? Seriously, read the series sometime.
She doesn't consider Nynaeve to be an Aes Sedai. That much is clear in the text. Cadsuane likes Daigian as a person but pities her, she doesn't respect her. She sees Sorilea as a woman of equal stature from another culture.
Cadsuane definitely doesn't respect people based on their abilities with saidar, but if someone was stronger than her she would be compelled to obey that person, unless she wishes to break Tower customs.
Still, I do think Shannow's evaluation is a little one dimensional here. If Moiraine was as strong as Nynaeve it would only cause deference in Cadsuane but certainly nothing else. IMO Cadsuane will be in charge of Moiraine as surely as she was in NS, but she won't enforce herself because of the respect she would have gained after hearing of her heroic deeds.
