Are most angreals & sa'angreals made of cuendillar?

Callandor certainly seems to be made of cuendillar, as nothing should be able to stop balefire, but Callandor did.
It can't be just that it is a super strong sa'angreal. Since it has been said that any amount of One Power directed against cuendillar only strengthens it, that would explain why even balefire could not destroy cuendillar.

callandor wasn't. iirc he "loosed some flows into it" to deflect the balefire. *NM*
