Why would he put a clause in that allows people to blab, when they otherwise couldn't, so that he can tell if they blabbed and counter it?

A better "counter" would be to not allow it in the first place.


shrug. Maybe he uses it as Employee Retention program where he QA's the BA and if they blab, he captures them, puts them into bodies over and over again that are gonna be used over and over again to create Mydraal blades.
