Everyone who dies from balefire is dead forever, according to Moridin. Every Forsaken who had died has been reincarnated except Asmodean who will 'die the final death' for betrayal. Sammael was killed by Mashadar.
I think it's a big possibility that we may see him return. The only reason we might not see him again is if there isn't enough time for the DO to find him a suitable body.
Thoughts?
Given what we see Fain doing in the Prologue, it is possible.
