I must say that I was never a fan of the 'Cadsuane heads the third group of AS' theory. But if these sisters all for sudden stand ready as a group then this one little sentence in ACoS can be used to argue that it did not come out of the blue. In particular, the statement implies that several sisters visited in a short period of time, and they could carry word to other undecided sisters.
