If not for the same reasons, I agree this is the best of the conventionally scary characters.

He creates real fear in the Forsaken, and they've seen just about everything that's evil.
I think it's more that there are no hints of his limitations aside from time and distance issues relative to Shayol Ghul, and he is both so inhuman and malicious at the same time. He's like a condensed version of the Dark One, brought down to a scale where our minds could grasp it. Also, he's kind of a throwback to the old days when the scariest thing imaginable was a myrdraal.
