What if her mission is to order Mat to deliver her remaining letters?
If she doesn't have enough time to deliver them all, she needs someone to get them where they gotta go. Mat is somewhat protected by the Pattern, and knows or meets so many important people that you could address a letter to Baalzamon and Mat could've gotten it there.
Also, what's better than getting to see Mat play Santa Claus?
The letter would instruct Mat to find Verin's stash of letters, tell him to start with a few people first. There will be AS - hopefully no BA! - and maybe Aiel, Ashaman, Tinkers, Ogier, and a Ruler or two. The old girl sure got around, and it's a shame she won't make it to the end and beyond... Although she would certainly permit Mat to deliver some letters as convenience arises, I think one of the letters will leave Mat in a position to have to lead a huge-ass army in order to avert catastrophe.
