Two level gap...
Moghedian

Moghedian was at half-trained Nynaeave strength. Full Strength Nynaeave is likely equal to Semirhage/Mesaana. And there's an RJ quote somewhere backing that up.

I think Lanfear was further above the other Female Forsaken than Rand/Ishamael is above the other Male Forsaken. But, Asmodean is a weak outlier, just as is Moghedian, but I think Moghedian even more so.
