Slayer has always had a Forsaken patron to assign his tasks. I don't believe he was tasked with killing Perrin until ToM.
Also, it is unclear just how skilled Slayer really is at manipulating TAR. Look at his experience with the nightmare.
It seems obvious that no human is anywhere near as skilled in TAR as the wolves are. Given his intensive training with hopper as well as whatever TAR abilities are granted to wolves, it makes sense that Perrin is the most skilled human in TAR.
Interestingly, I don't remember there being any indication that Elyas enters the Dream or has any ability there.

I don't think Slayer is more powerful than Perrin or a Wise One Dreamwalker.
