that Moridin told the truth when he said that Rand had initiated their encounter in TGS.

Moridin/the Shadow have a way of getting around them? If the latter, why hasn't he used this to better effect until now?

I think it's Moridin's connection to Rand. Moridin probably created the dream and then made it so Rand could see it too. Maybe the connection wasn't strong enough until TGS. They've only had the connection since the end of Crown of Swords, I think.
