To me, Tuon, or Empress Fortuona, seems even more fanatical about destroying the WT in ToM than she already was before. We also know that Graendal has recently taken up residence near Ebou Dar. Compulsion? To which goal?
I think BS just can't write her character. The plot calls for another Seanchan attack, and that's how he's chosen to do it.
Though re Compulsion, it's odd that Semirhage never used it on Tuon. She had plenty of opportunity. I have half a theory that after years of exposure to the Crystal Throne ter'angreal, Tuon has either built up a resistance, or is so tied up in that particular compulsion that another would be dangerous. There's no evidence suggesting either, I just can't think of any other good reason why Semi didn't make Tuon a mindless puppet long before we saw her.
