They took huge debts from different bankers promising the same land over and over as a mortgage.
They didn't have any more money to rule their lands, and those lands were technically not even their any more, they should belong to the bankers instead. And those bankers would still have huge credits toward them! Credits unable to be solved, since they went bankrupt.
If they won the war against Elayne they could have repaid the bankers ruining all Andor's economy!
