	First, she has to feel absolutely certain that she's not betraying the Shadow's secrets while alive or she couldn't do it.
Again, what does that requirement have to do with her betraying the Shadow or not?
How does him having to do what the letter says, change in any way the fact that she is betraying the Shadow?
And in either case he would have to remain in Camelyn. It's AS speak. You can wait in Camelyn where your army will benefit the Light... or you can remain in Camelyn where your army will benefit the light. She couldn't risk him opening the letter before she died and her ploy worked. She knew Mat well enough to BELIEVE he wouldn't open the letter right away and that believeing is how she got around her oaths to the Shadow.
