I believe Moiraine asked for it simply because it is so strong and she knew she would need the OP in spades to continue her mission. As she states in the book that decision came back to haunt her, but now she's at least got the thing and can likely match Cadsuane with it. Maybe even more since we know it's about as strong as an angreal can be without being sa'angreal. Who knows maybe she can match a Forsaken with it.
