She's already been humiliated in public and defeated the humiliation. She is not Semirhage and she is not Cadsuane. She did far more humiliating things than receiving a spanking while she was under the tutelage of the Wise Ones or under the foot of Elaida.
She'd see it as weakness on Cadsuane's part, that she would be unable to conduct negotiations and discussion without resorting to violence. And it's not something you do to an ally and expect them to remain allied to you. If anything, it'd make Egwene MORE stubbornly against them.
