Since some weaves require a certain strength in the power to be able to make them at all, e.g. traveling. Balefire doesn't make a level playing field if the channeller isn't strong enough to make it. Certain angreal and sa'angreal also require a certain level of strength in the power to be able to use without being burned out.
Strength isn't the be-all and end-all, but it does still have a level of importance.
