I think the difference between those ter'angreal which we've seen so far being copied perfectly, and those which weren't, is more in that the ter'angreals which can be used by anyone (like the twisted ring or the foxhead), are more complex than those who require channelling or can only work on a channeller.

The dream ter'angreals which were copied perfectly required channelling Spirit into them to work. They probably could be used by a male channeller too.

Semirhage or the Seanchan damane were able to copy the male a'dam perfectly, they had plenty of those prepared when they when they went to meet Rand's group.
