She need not be attacked first to feel threatened.

Many times Moiraine attacked first - ie killing Bel'al with balefire.



NO she must believe that her "life is in danger" as stated numerous times by AS throughout the series. So as I said if Avi just used non-lethal tactics, egghead cannot use the power as a weapon against her.
