Moiraine would consider the forsaken the same "idea" as shadow spawn. They are the generals of their army. It would be retarded to consider them separate concerning the oaths.
Because if so, you'll note she deliberately put herself in danger by announcing her presence before she attacked him.

Humans are not Shadowspawn. Ever. Siding with Shadowspawn or commanding Shadowspawn cannot make them Shadowspawn. Ever. The Oaths are stupid for a number of reasons, and that's one of them.
