In The Dragon Reborn, Rand channeled something at the balefire through Callandor, so there might be a web that blocks balefire, but even then, I think it was only Rand's absolute conviction that he could do anything with Callandor that allowed him to deflect the balefire. After all, as Perrin reminded us, they were in Tel'aran'rhiod, and it's only a web.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
