That would imply that other restrictions regarding the OP would apply to the TP too.
There is nothing to say that a Channeler's OP level is what defines their TP level. That's all about the DO ... as Moridin says to Graendal in ToM "that which you have been given in trickles shall be heaped upon you in torrents" (or something close).
In addition, we know that there are weaves that can only be accomplished with the TP (than you Graendal for that nugget) and that many (if not most) weaves using the TP are different than those using the OP.
