I think this is the crux of the matter Sidious Send a noteboard - 09/02/2011 03:32:18 PM

And further, I raised this point before - it seems that raising a hand is an aid to concentration to aim combat weaves, but not a requirement. For example, when Nynaeve and Moghedien fought their first battle, Nynaeve thought that if any servant came in, all they would see would be two women glaring at each other across the room, even though their Shields and raw power were locked in a close fight. And when Asmodean fought Rand, both were throwing weaves at each other while running, but Asmodean wasn't gesturing at all - he was focused on running, implying that he wasn't gesturing but focusing his weaves using his eyesight.

It seems that gestures are optional for most channelers, and are perhaps the easy way out. It possibly gains Semirhage some time to thrust out her hand and throw a fireball, rather than aiming with her mind. The gesture is a physical action that aligns her mental process instantly, which is why it becomes commonplace for the Forsaken to do it while in combat rather than in other arenas.

I think with Lews Therin the key was that he was weaving so many weaves from his fingers... ten from each finger. It was probably impossible to do it without a gesture. Raising his fingers allowed his mind to set an origin point for the Arrows. He doesn't need a gesture for deathgates... there are only six at a time, not a hundred.
