He's a Borderlander, he's grown up with stories of the Aiel War and ruthless warriors slaughtering anyone in their path. He calls them 'so called Aiel' not because they're unlike the Aiel of the Age of Legends, but because they're unlike the legendary black-veiled Aiel of the Third Age.

As for the Let the Lord of Chaos rule comment, that's not an Age of Legends saying. It's a Third Age holiday, and the scheme employed by Shai'tan and the Forsaken. Besides, you don't put a red herring as a cliffhanger for your book :P.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
