It was probably a bit like someone just starting to train with the Secret Service to protect the US president. It might be years before they are skilled and experienced enough to actually do the job and be assigned a president. Right now they would have no idea who the president might be when they step into the job but its the office holder not the actual person they are to look after so who ever holds the job is not really important.
