We do have one specific example that is telling... The Sea Folk all seem to exhibit a high degree of Talent for Cloud Dancing ... so much so that even Ishamael comments on it in his thoughts. Seems that it's possible that such an insular group could be breeding very specific affinities. Obviously this isn't "proof", but I think genetics play a role in Talents too.
But it is equally likely that their skill with weather manipulation has more to do with the fact that their group specializes in this skill set moreso than any others. The majority of Sea Folk Windfinders may be no more Talented or skilled in Cloud Dancing, water manipulation, Air or Water than any other channeling organization. It seems to me that because they focus on one channeling technique to the exclusion of all others, they are a flawed group to use, because their may be many undiscovered Talents that lie hidden because they never bothered to experiment for them.
Just an alternate take on it.
