So my question: how do you think things would have changed if they had got rid of the Oaths? Would everyone have panicked, joined a Whitecloak army and rushed to burn down Tar Valon?
Likely.
The Oaths are necessary to prevent people from witch-hunting the Aes Sedai: every culture has developed a method to somehow trust them, and if you remove your current method you need to use another one. Failing to replace it with a suitable one will certainly prove dangerous.
