We know these 13 Aes Sedai with the Bordermen have come from different places and became "one group" of 13 by chance.


That's not entirely clear. I imagine Aes Sedai are better at sniffing things out than most, and if they were trying to be manipulative, then of course they would have to pretend to be surprised to find Tenobia as they did. And if they had been sent by Siuan, that's reason enough to avoid Elaida's (Alviarin's) emissary.
