RJ later confirmed that the complex is a thirteen-towered fortress located outside the city of Imfaral in Seanchan.

It's a nice title because it can work on multiple levels. It could also refer to the Black or White Towers (or both), the Tower of Ghenjei, Moridin's new fortress, etc.
