The Prophet certainly caused a lot of chaos in Amadicia and Ghealdan. Greandal has caused immense chaos in Arad Doman and Tarabon. Sammael sowed chaos across the southeast by spreading the Seanchan far and wide. I think they've done a good job of causing chaos.
