If I was a villain, I would take the Choedan Kal as soon as I got them, find a strong channeler who was bound to obedience via a'dam or Compulsion, go to the anchor locations for the Seals and balefire the Dark One with all the Power I could muster. Basically, if I was in Ishamael's shoes, I would want to be the one to destroy the Cycle - not wait on a nameless, faceless entity. He should have bidden his time, then betrayed all sides involved once he got a chance.

If I was a hero, I would use the Choedan Kal to first Cleanse saidin and then to create a weave similar to the automated Shadowspawn heat-seeking lightning cloud that Rand used in the Stone way back in "The Dragon Reborn". This would act on a massive, worldwide level. The next step would be taking care of the Black Tower in whatever form it had taken. I would then investigate the anchor locations, but erect a massive ward around them as a secondary defensive measure. Every Forsaken would be hunted down and mercilessly balefired - my most trusted generals would have knowledge of this weave and would be trained in the most recent OP discoveries. By the time my version of "ToM" happened, the Black Ajah and Mesaana would come to T'A'R just in time to find massive numbers of TAR trained channelers ready for them. Since the Shadowspawn would have been dealt with, that would leave random abominations such as Slayer and the Black Ajah to contend with. I would then use the time bought by the wards to research a new weave that would create a Light-side version of Machin Shin to purify the Dark One. If that doesn't work, I'd go to Shayol Ghul, bring Padan Fain, throw him in and wait for the fireworks to start. My Marty Stu powers would ensure that all of these plans proceeded with only minor issues and my six Mary Sue and Marty Su Jr friends would have interesting adventures but ultimately prevail.
