In theory I don't see why a damane with the Talent for making ter'angreal couldn't make lots of different ones, but I imagine the Seanchan would see that as a waste of her time. They aren't big on creativity.

Making angreal, though...I wonder if it's a different Talent completely to making ter'angreal? Because the Seanchan would have been churning them out at a ferocious rate, if they had the ability.
IIRC, damane can't use angreal — at least, I think I've read it somewhere either here on a WoT site, so I don't know if that's a correct information (or even if I remember correctly).
