I doubt that Rand will actually break the Seals there. I always understood Merrilor to be the conference where the way of action will be decided and the tasks appointed to the various groups. After that Rand and those to be his entourage will Travel to Shayol Ghul and take action there, beginning with the breaking of the Seals.
