There are several problems that the Aes Sedia have when it comes to recruiting. I don't think that they set their standards too high though it certainly would not kill them to allow "resits" of the final exam.

Firstly a lot of poeple don't like Aes Sedai. In Tear and Amador they are hated. Even if Andor and the borderlands which are as pro AS as you get the common people are very wary of the Tower. As such people would be very slow to send their kids to what many believe is a nest of evil or at least a den of iniquity.

Secondly Tar Valon is a long way away from a lot of places. Its one think if you live in Andor or come from a prosperous background. If you'r father or mother is a noble or even a successful merchant you will be able to get to Tar Valon. What if your dad is a poor farmer from Almoth Plain and you have never been more that a days walk from the farm. How are you meant to get to Tar Valon?
