Many of those ter'angreal stolen by Liandrin's group have ended up in Moghedien's possession. She left very few of them to the BA. There's no telling if Moghedien kept them because she thought they could be useful to her, or if in some cases she thought it unwise to leave some items that she had no use for herself to the BA and rather disposed of/hid them. Some we know she left with the BA incl. the balefire rod, the handgun version of a shocklance, and several dream ter'angreal.
And also, the AS had no idea what's the real function of this ter'angreal. It's been noticed through experiments it seems to warp odds when it's channelled into.
Its sounds like something Be'lal could have used for a little extra help if he was foreseeing a confrontation with a ta'veren.
