For the most part it will come down to two choices :

1) Become a part of the Seanchan Empire
2) Create a prosperous and stable society


Building a road to the north would be their best bet to create a stable and prosperous society. Initially it would be a huge public works program that would put to work much of the displaced populace. Once the road was complete the trade along the route would feed many small towns and villages that would grow because of the road.

The Seanchan may be strong believers in trade but it would be a huge gamble for Ghealdan to rely on them not taking advantage of the only traditional means of trade.

This is of course all dependent on some sort of truce being signed.




As part of Perrins lands they are part of the Andor/Cairhein/Saldea alliance which has the White Tower, the remaining Borderlands and likely Rand's forces along with it ... How did the 'Finn prophecy go "the South and the West as one and the North and the East" ... At any rate Ghealdan has powerful allies with Traveling capabilities to alleviate physical trade barriers.

I do think the Seanchan are much more likely to go after Andor and the Towers first though... Best to take out the most powerful foes first. Murrandy and Ghealdan etc... Will crumble without that support.
