The problem is that gravity is a form of acceleration, so in order to "mimic" the effects of gravity, one wouldn't simply need a platform to be constantly moving upwards, but one to be constantly accelerating upwards. And while it's possible, I think the only way this would be the case, and not have had characters mention it, would be for the air to be moving in tandem with the skimming platform.

Anyway, this is all gobbledigook, since it's a fantasy novel and the "skimming" place doesn't really exist.
