So I'm on my WoT reread, making pretty quick progress so far. I finished EotW in only about 4 days, which is pretty damn quick for a WoT book for me. Anyways I'm reading TGH, and when Rand tries to escape Fal Dara before the Amyrlin arrives, his every exit is barred upon orders that no one is to leave. My question is; who gave the order? The text itself says that it was not Lord Agelmar. When he brings it up to Ingtar, after Fain's prison-break, Ingtar insists that there was no such order.

TGH Chapter 6 P98 "Earlier order? What earlier order? Rand the keep was not closed until Lord Agelmar heard of this Someone told you wrong."

After this Rand looks at Ingtar like he suspects that Ingtar's lying. But then Rand meets up with Lan , and Lan tells him that he can now leave. When he describes his exchange with Ingtar, Lan looks troubled. So my question is, who ordered the gates shut? It certainly was not Agelmar. It could not have been the Amyrlin or any of the Aes Sedai, because they had not yet arrived at the time of Rand's attempted departure. Was it Moiraine? And what's going on with Ingtar? Was he just trying to affirm in Rand's mind that he was loyal?
