So it's a scene connected to the "three in a boat" foretelling (but not the actual boat scene itself). There's weirdly water streaks around. Gallo mentions it's a funeral pyre, though that looks more like a weird stone cairn to me, unless that's supposed to be sung wood or something Aviendha or Elayne made with the power (kind of a miniature DM, on which Rand is placed).
One of the first viewings Min told Rand about was him on a funeral bier with three women around it, though Min's wording was standing OVER it. This looks more like the three of them are trying to figure out how to get him down.

I'm really not a fan of Sweet's work, though I find this one is simpler and not quite as bad or "offensive" (to good taste) as many others were. It has a very Arthurian ambiance.

Which might be why you expected this to be set on a boat.

I think the viewing, the foretelling and the WO dream refer to the same event of Rand's "death" and his three women around him. I even tend to put Egwene's dream of a man on a narrow cot who is not yet dead but outside the tent a funeral cot is already built with that too. It's all scenes surrounding Rand's death, IMO. If we go with the always high risk game of guessing after the Sweet illustration, it seems it may happen at a battle in/around Tar Valon, then Rand is transported to the western shore by boat by his three women in mourning gear and put on this gizmo (whatever it is), in front of DM in the distance. Then the wind blows the clouds into a rotated Aol AS sign and everybody forgets about the DR to speculate why it's on its side like this and what the hell those two little dots are doing there... Then Egwene says the little white dot in the black half obviously means she should lead the Asha'man too. Then Logain asks what about the black dot in the black half, and Egwene answers it obviously means the men must have a very small role in the organization.

or something like that, it's always hard to be sure with Sweet.
