Well, most Aes Sedai can't even mention the word stilling most of the time, that's how afraid they were of it, Samitsu is a bit of an exception.

And why she we doubt Moghedien on that? IIRC it wasn't only her which referred to stilling as being incredibly painful.

Sure, Cadsuane can break the law if necessary. But why would she or any other Aes Sedai do it just to help some experiment of Verin? They already know stilling can be Healed, all further experiments are of marginal interest.
