over and over I keep saying one thing. The Talent is what dictates how much power an individual needs to dedicate to creating the Weave. Thus a very strong Talent like Androl needs very little power while weaker Talent like Flinn needs more power to make it function and someone like Rand who has a "strong" Talent and a ton of strength can make multiple gateways of maximum size at the same time. The Weave is merely the tool and as Rand stated "had very little to do with it" ...

Basically Androl needs 1 unit of Saidin to make a gateway larger enough to drive a wagon through. Flinn would need 100 units to do the same, but can only draw upon a total of 50 units of saidin and can therefore only make a gateway large enough for a couple of people at a time. Now if Flinn could only draw 25 units of saidin it's probably that he could not make a useful gateway at all. But someone like Grady who can maybe only draw on 25 units of saidin can still make a good size gateway because he has a stronger Talent than Flinn. Rand on the other hand needs 10 units of saidin to make a gateway large enough for a wagon and can therefore make 10 gateways of this size at one time.

Passive Talents actually DO work just like this. Nicola had a very powerful Foretelling Talent and it came upon her practically every day with very potent visions. Gitara had a weaker Talent, which came far less frequently, but was incredibly potent when it appeared. Elaida has a very weak Talent and has only had a handful of Foretelling of lesser potency over her whole life. Egwene's Dreaming is also clearly very strong as she has prophetic dreams of great potency pretty much every night. Her ability in TAR is also considered to be very strong, but I'm not 100% convinced that is a Talent aside from the innate ability to enter TAR. It has also been hinted at that Foretelling and Dreamers may have some ability to call their Talent ... when we were in the Rings at Rhuidean we heard a few tidbits that hinted at this and Tuon's damane seemed to be able to do it as well ... so perhaps with the Stronger Talent levels this is also more possible.

Healing and Traveling seem to work almost exactly the same ... the more Talent the better your Healing. As for Weather, Forging, Delving etc ... there isn't much information on those. But as they all require the OP to work I'd bet they have the same basic system as Healing and Traveling. Meaning, stronger Talent uses less OP for the same effect.
