Presumably the Aiel will form some sort of society there, despite their purpose of being peacekeepers, an idea which won't work anyway. The whole treaty is ridiculous and unfair in my opinion. Not to mention that instead of getting another Breaking, which would have been totally sweet, we ended up with the OPPOSITE of a Breaking--things are even more stable now than they were before. Sure, a bunch of soldiers died, but 99.999% of the world's population, which consists of normal people living in houses, are living in the exact same place they were before (unless they're part of the Borderlands that got screwed by invasions), and the nations are prevented by law from changing, so borders are more set in stone than they were before.
