It's emphasized at the beginning of every book: The Wheel of Time turns and Ages come and pass...etc. There was nothing special about this particular Age.

Also, the importance of balance has constantly been emphasized. Balance between male and female especially, but also good and evil, war and peace, power and responsibility, etc. The world needs the Dark One to provide balance. Otherwise we get the world that Rand created, where life is basically meaningless.
