You're free not to accept it, but then your enter the realm of purely fan fiction.
It's not a little Q&A thing badly reported, it's from an elaborate answer on Chosen vs. Dreadlords RJ wrote for Tor's site. It's cannon.
I think the point Isaac is making is more akin to the rankings the Forsaken had for themselves. RJ told us the top 6 and it can be assumed the other 7 were also at the top tiers of the DO forces in the AoL. Point being the 13 survivors were the elite amongst the Forsaken ... Likely they had networks of Forsaken minions working for them.
I always assumed the term Forsaken was meant to indicate the apostasy of these people ... They are forsaken of the Light type of thing or have forsaken the beliefs system ... Thus anyone who went to the DO became forsaken, or in their minds "chosen"
