The agreement between Tuon and Egwene looked great to me!

It did not cover already-collared damane, and this is bad, but it protected all marath'damane in the Seanchan territtories...
Sure, another bug is that apparently it did not protect the fools who willingly chose to be collared, since IIRC it did not say anything about damane changing ideas, but still...
