Anyway, I presume it has something to do with Mashadar 'devouring souls' though I never really believed that claim was very credible. I too would have liked to see a Sammael reincarnation.

I never liked that theory either and I don't think there is any evidence for that...
I think the simpler answer is just that the Great Lord chose not to bring him back (i.e., punishment for his failure). The Chosen probably took reincarnation for granted; this is another mark in a long list of examples of false promises.
Why wasn't Sammael resurrected?
