just a theory, what if each ajah has a system of interlocking theories and interpretations on the three oaths that they train their members to think of them as there by live by the idea that say green will not use the one power in battle circumstances except dire since that is where they will be most often, where as blue is more inclined to be interested in the oaths about lieing and truth telling to forego any failure to manipulate, perhaps whites are more able to interprete the worded meaning to such a degree that they would, if they knew suldam, consider one a danger to any sister or warder, if she were captured by said suldam so able to use the power to capture them or kill them as desired or needed, because if you catch an aes sedai the warder will come, the warder willget killed and the aes sedai will have let them die if they get captured first, so their could be a huge degree of orders when it comes to situations where they could have their ability to have warders used against htem
hence have orders and counter orders concerning it then again whites may see it more logical to capture suldam as potential and valuable, initiates of the tower that will require much breaking and training to shape into potential sisters, not recruits, sisters, Egwene is an abuse victim in this to a degree, although I hae a feeling if they had sent her to seanchan, she would have caused the empire to collapse from sheeer frustration :p

are you really going to let that suldam just sit their and let her damane kneel so causally?! she would have been repreimendaing the suldames for being lenient with her and embarrassing the empress her self when brought their to be rewarded.. they would have creid out in desperation and fled seandar
