Although Morgase was never a princess. She was only the heir to House Trakand when she went to the Tower. Mantear held the throne at that time. She only came into contention for the throne when the high seats of both Houses died fairly close one another, and she was suddenly the next in line for the throne. As Elenia pointed out, there was no close degree of kindred between Morgase and the queen.

And not giving someone of that social status adequate sex ed is like not teaching an Aiel how to find water in a desert. Reproduction is a critical function for nobles.
