You have some good thoughts here. I particularly like your discussion of how mixed chanelling groups and Rand's weaves give the light side an advantage.

I think that having Mat as the overall general would be a waste of his skills, though. You don't give Patton Eisenhower's job. You leave him on the battlefield and give him as many troops as he can handle.

The captain general needs strong political skills, good organizational skills (lets not forget the importance of the logistics of moving supplies), and the ability to make good decisions after listening to the advice of others.

Mat will make some important contributions to TG I think including being a huge part of the planning of many of the most important battles. He can do that without being the Captain General though.
