Its been said that the only way to win at the game that refers to dealings with the Aelfinn and Eelfinn is to cheat, so why must it be Mat, Thom, and Noal? Easily, Moiraine's letter to Mat says Thom, Mat, and one other must go, no more no less.
Why them?
Firstly and most importantly lhey have to cheat to win, and to cheat you need to know the language of your enemy. In this case the Old Tongue. All three know the Old Tongue.
Secondly the bit about music to dazzle, fire to blind, and iron to bind. Thom takes care of the music, I think Noal, the iron, and Mat with Aludra's "strikers" will provide the fire, unless Noal can secretly channel which I doubt.
In the end they are playing the ultimate game of Snakes and Foxes. To win they have to cheat, and to cheat, you need to be able to not only understand your enemy, but to lie to them and to do so effectively you need to be able to talk to them. That is why I think fluency in the Old Tongue dictates Noal's inclusion in the group.
